What is the Regional Transportation Plan (RTP)?

The Benton-Franklin Council of Governments (BFCOG) is updating the Regional Transportation Plan (RTP), a blueprint for how our region will grow and improve transportation over the next 25 years. This plan looks at every part of the system, including roads, highways, buses, sidewalks, bike routes, and trails, to ensure that people and goods can move safely and efficiently.

Transportation is about more than just getting from point A to point B. It affects our daily lives, our economy, our environment, and how connected our communities feel. That’s why we need your input to make sure the plan reflects what matters most to the people who live, work, and travel here.

Who is BFCOG?

The Benton-Franklin Council of Governments (BFCOG) is a regional planning agency created by the Washington State Legislature to help coordinate growth and planning across the region.

BFCOG serves as a Metropolitan Planning Organization (MPO), Regional Transportation Planning Organization (RTPO), and Economic Development District (EDD), bringing cities, counties, transit agencies, and community partners together to plan for transportation, economic growth, and the future of our communities.

BFCOG's work impacts your daily life in many ways, including:

  • Roads & Safety: Supporting the creation of safer streets for drivers, pedestrians, and cyclists.
  • Trails & Sidewalks: Identifying connectivity issues with sidewalks, bike lanes, and recreational trails.
  • Economic Growth: Supporting local businesses, freight movement, and regional development.

BFCOG's role is to make sure local voices are heard, resources are shared, and long-term plans reflect the needs of the people who live and work in Benton and Franklin Counties.

  • Regional Bike Plan – Building a connected network of safe routes for cyclists.
  • Regional Safe Routes to School Plan – Making it safer and easier for kids to walk or bike to school.
  • Benton-Franklin Comprehensive Safety Action Plan – Identifying strategies to reduce crashes and improve safety for all road users.
  • Transportation Improvement Program (TIP) – Tracking and prioritizing transportation projects for funding and implementation.
