What is the Regional Transportation Plan (RTP)?

The Regional Transportation Plan (RTP), sometimes called a Metropolitan Transportation Plan (MTP) or a Long-Range Transportation Plan (LRTP), is a 25-year blueprint for how Benton and Franklin Counties will plan, fund, and improve transportation.

The RTP is more than a list of projects; it’s a strategy that guides local, county, and regional investments in roads, transit, sidewalks, trails, and other transportation infrastructure. It ensures that every dollar spent makes our transportation system safer, more efficient, and more accessible for everyone.

The plan looks at:

  • Future population and economic growth – Planning for more people, jobs, and freight movement.
  • Mobility and connectivity – Making it easier to travel between neighborhoods, cities, and employment centers.
  • Safety and accessibility – Reducing crashes and ensuring all residents, including older adults, children, and people with disabilities, can travel safely.
  • Sustainability and quality of life – Supporting transit, biking, and walking options to reduce congestion, improve air quality, and promote healthy communities.

The plan helps answer important questions:

  • How will our transportation system keep up with a growing population and economy?
  • Where are the gaps in sidewalks, bike routes, and safe crossings?
  • What improvements are needed for safer and more efficient roads?
  • How can transit service better connect people to jobs, schools, and services?
  • How do we invest in ways that are fair and benefit everyone in the region?

Who Uses the RTP?

Cities, counties, transit agencies, and regional partners use the RTP to:

  • Guide decisions on roadway improvements, transit service, and pedestrian and bike facilities.
  • Prioritize projects for federal, state, and local funding.
  • Coordinate with neighboring regions and statewide planning efforts.
  • Monitor progress and adjust strategies to meet evolving community needs.

How the RTP is Developed

The RTP is created through a collaborative process involving:

  • Technical analysis – Evaluating traffic patterns, transit ridership, safety data, and regional growth trends.
  • Public engagement – Gathering input from residents, businesses, and community organizations to understand transportation needs and priorities.
  • Coordination with agencies – Working with cities, counties, transit providers, and state partners to align goals and funding.

It is updated every five years to reflect changing conditions, new technology, and evolving community priorities.

Why the RTP Matters

The RTP affects everyone’s daily life. It guides decisions that impact:

  • How you get to work, school, or the grocery store
  • Roadway and pedestrian safety
  • Access to public transit
  • Opportunities for biking and walking
  • Regional economic growth and freight movement

By participating in the planning process, you help ensure the RTP reflects the needs and priorities of the people who live, work, and travel in Benton and Franklin Counties.
